About the Speakers

Dr. Pyeper Wilkins

Dr. Pyeper Wilkins is the Vice Chancellor, Workforce & Advancement for Dallas College. Her current portfolio includes oversight of multiple areas of Dallas College, including Career Connected Learning, Economic Opportunity, Advancement & Development, the Regional Small Business Development Center, Innovation & Business Strategy, and the Dallas College Foundation.  With over 25 years of experience in community colleges, she is skilled at collaborating with business and industry, public agencies, and community and faith-based organizations to meet the needs of students, employers and the community.

Dr. Wilkins served as the Chief Advancement Officer/Executive Director of the DCCCD Foundation from 2015-2020 and has an extensive background in fundraising and resource development, planning, facilitation and building partnerships.  Prior to her role in the Foundation, Dr. Wilkins spent eight years at El Centro College in a variety of roles, including executive dean of the Bill Priest Campus and associate vice president of planning, research and institutional effectiveness. In those roles, she secured over $50 million in funding to support student success, workforce and economic development, the launch of new programs and curriculum, and facility renovation.

Before joining the DCCCD, Dr. Wilkins spent 7 years as an administrator at Collin College where she helped open the Rockwall Higher Education Center, worked to expand the Alternative Teacher Certification program, and designed and launched the Center for Workforce and Economic Development.  She also spent several years teaching in public high schools and teaching part-time at both Collin College and DCCCD. 

Dr. Wilkins holds a Bachelor of Business Education degree; a Master of Science in Human Relations and Business; and a doctorate in educational leadership and management.

Ben Magill

Ben Magill is Associate Vice Chancellor of Economic Opportunity for Dallas College. Ben has been with Dallas College since 2015. Ben has worked in economic and workforce development for municipalities and chambers of commerce in North Texas since 2009. Ben holds a bachelor’s degree in Spanish and Latin American Studies from Oklahoma State University and is currently pursuing an MPA at UT-Arlington as well as CEcD certification through the University of Oklahoma Economic Development Institute. Ben recently graduated from the Dallas Economic Opportunity Leadership Academy and serves on the board of Impact Ventures and Big Design. Ben lives in Oak Cliff with this wife and three children.

Tim Samuels

Tim Samuels is the Senior Director of Corporate Partnerships at Dallas College, with over 17 years of experience in higher education. Prior to his new role, Tim has served as a Dean of instructional programs in various assignments; from academic transfer programs, to continuing Education to workforce development. With an entrepreneurial spirit, Tim has owned and operated two businesses over his professional career and It’s the latter that fuels his passion to bridge higher education and meeting the needs of business & industry. Tim received his undergraduate degree from Sam Houston State University, and has earned two Master’s degrees from Sam Houston State University and Stephen F. Austin State University, respectively. In addition, Tim has earned certifications as a Certified Change Management Professional and Certified Associate of Project Management.
